Terms of Reference

Comhar's terms of reference, as agreed by Government, give it a broad and flexible remit. In summary, they are to:

• advance the national agenda for sustainable development:
• evaluate progress in this regard
• assist in devising suitable mechanisms and advising on their implementation: and
• contribute to the formation of a national consensus in these regards.

This broad agenda includes a specific focus on considering policy proposals and issues relating to the environment and sustainable development and advising Government on them. Comhar may undertake this work at the request of any Minister or on its own initiative. Another important focus for Comhar is advising on means of raising public awareness of sustainable development and environmental issues and encouraging positive behaviour at all levels.

Membership



Comhar’s 25 members are appointed by the Minister for the Environment, Heritage and Local Government, for a period of three years, on the basis of nominations made by a range of bodies under five pillars or areas:

• the State/public sector
• economic sectors
• environmental NGOs
• social/community NGOs
• the professional/academic sector.
